Rounds Unveils Comprehensive Artificial Intelligence Policy Roadmap

Summary
On August 27, 2024, Sen. Mike Rounds (R-SD), a member of the Senate’s “Gang of Four,” highlighted a package of five bipartisan AI bills as the end of the August recess approaches:
- GUIDE AI Act (S. 4862): The measure would establish a centralized data exchange center for biomedical data through the National Institutes of Health (NIH), the National Library of Medicine (NLM) and the National Artificial Intelligence Research Resource (NAIRR).
- Unleashing AI Innovation in Financial Services Act (S. 4951): The measure would establish regulatory sandboxes at financial regulatory agencies for regulated entities to test AI projects.
- Consumers LEARN AI Act (S. 4838): The measure would direct the Commerce Department to develop a national strategy regarding AI consumer literacy and conduct a national AI consumer literacy campaign.
- Increasing AI Transparency in Financial Services Act (S. 4870): The bill would direct the Board of Governors of the Federal Reserve System, the Federal Deposit Insurance Corporation (FDIC), the Office of the Comptroller of the Currency (OCC), the National Credit Union Administration (NCUA), and the Consumer Financial Protection Bureau (CFPB) to report to Congress on gaps in knowledge relating to AI.
- S. 4758: The bill would require the U.S. Department of Defense (DoD) to carry out a pilot program on using AI-enabled software to optimize operations of depots, shipyards and other manufacturing facilities. This bill has been included in the base text of the fiscal year (FY) 2025 Senate National Defense Authorization Act.
