Utah Creates Consumer Protections from the Deceptive Use of Generative AI

Summary

On March 27, 2025, Utah Gov. Spencer Cox signed a bill making it unlawful to knowingly use generative AI to create deceptive content with the intention of misleading consumers. If a consumer asks about AI use in a transaction or the AI use constitutes a high-risk interaction, the supplier must disclose the AI use verbally or in writing before the start of interaction. The bill also creates civil penalties, including fines and criminal charges for violations of such provision and provides the Utah Division of Consumer Protection the authority of enforcement and taking necessary action against deceptive AI use.
