Reform the Federal Acquisition Regulation (FAR) to remove undue barriers, such as unnecessary regulations, while simultaneously allowing for the expansion of the national and defense industrial bases. Accordingly, the FAR should contain only provisions required by statute or essential to sound procurement, and any FAR provisions that do not advance these objectives should be removed.

The Director of the OMB Director shall submit a plan to reduce the size of the Federal Government, requiring that agencies may hire no more than one employee for every four employees that depart. Agency heads must adhere to the Federal Hiring Plan outlined in the Executive Order on Reforming the Federal Hiring Process and Restoring Merit to Government Service. Agency heads must also consult the agency's DOGE team lead for new hires and begin reductions-in-force (RIFs) prioritizing non-essential functions and DEI programs. Within 30 days, OPM must issue new rulemaking to revise federal hiring suitability criteria and agency heads must submit reorganization plans to OMB. Within 240 days, the United States DOGE Service (USDS) Administrator must submit a report to the President on this order. Monthly, DOGE team leads must submit hiring reports.

This order makes it the policy of the United States that Federal health care programs, intellectual property protections, and safety regulations are optimized to provide access to prescription drugs at a lower cost to American patients and taxpayers.
The order directs: (a) the Secretary of Health and Human Services (“Secretary”) to propose and seek comment on guidance for the Medicare Durg Price Negotiation Program within 60 days of the order; (b) the Assistant to the President for Domestic Policy, in coordination with the Secretary, the Director of the Office of Management and Budget (OMB Director), and the Assistant to the President for Economic Policy to provide recommendations to the President on how best to stabilize and reduce Medicare Part D premiums within 180 days of the order; and (c) the Secretary to work with Congress to modify the Medicare Durg Price Negotiation Program.

Ensures ineligible aliens are not receiving funds from Social Security Act programs. Such measures shall include promulgating any necessary guidance or regulations regarding Social Security Act funds and, to the extent appropriate and consistent with law, prioritizing civil or administrative enforcement actions against States, localities, or other similar grantees or subgrantees that do not take adequate measures to verify eligibility, stop payments to deceased or otherwise ineligible payees, or otherwise prevent ineligible aliens from receiving funds from Social Security Act programs.
