Ed Pagano, Casey Higgins Recognized on Billboard’s Top Music Lawyers 2025 List

Akin lobbying & public policy partner Ed Pagano and senior counsel Casey Higgins have once again been featured on Billboards Top Music Lawyers list for 2025.  

The duo is featured as “the top lawyers” for the National Independent Venue Association and the Fix the Tix Coalition and noted for their active involvement in both state and federal legislation aimed at improving the ticket-buying experience for fans and combatting scalpers.  

Billboard notes the pairs’ work with Fix the Tix to introduce the Fans First Act (FFA), which they argue is a stronger version of the TICKET Act, which they also helped negotiate. The TICKET Act was the first ticketing-reform legislation to pass either chamber of Congress when the House of Representatives approved it in May 2024. 

Casey acknowledges that the most pressing issue venues and artists continue to face is the economic strain, which threatens the independent music ecosystem. She emphasizes the question: “If venues can’t afford to operate and artists can’t afford to tour, what are the alternatives?”
