The OverRuled: China Trade Controls Resource Center has been updated with the following actions:
- 15 Oct 2024 (BIS):
BIS added eight entities to the Unverified List ("UVL"), including three entities located in the PRC.
These foreign entities were added to the UVL because BIS or federal officials, acting on BIS's behalf, were unable to verify their bona fides (i.e., legitimacy and reliability relating to the end use and end user of items subject to the EAR) through the completion of an end-use check.
BIS also removed two entities from the UVL, including one under the destination of the PRC, because BIS was able to verify their bona fides.
- 11 Oct 2024 (OFAC):
The United States expanded sanctions on Iran's petroleum and petrochemical sectors in response to Iran's October 1 attack on Israel, its second direct attack on Israel this year.
In this action, the Department of State designated six entities based in the PRC, Suriname, India, and Malaysia, and identified six vessels as blocked property, pursuant to EO 13846, for knowingly engaging in a significant transaction for the purchase, acquisition, sale, transport, or marketing of petroleum or petroleum products from Iran.
Concurrently, OFAC sanctioned ten entities based in the United Arab Emirates, Hong Kong, Liberia, the Marshall Islands, the PRC, Panama, and Malaysia, and identified 17 vessels as blocked property, pursuant to EO 13846, for their involvement in shipments of Iranian petroleum and petrochemical products in support of U.S.-designated entities National Iranian Oil Company ("NIOC") or Triliance Petrochemical Co. Limited ("Triliance").
NIOC was designated pursuant to the counterterrorism authority EO 13224 on October 26, 2020, for its financial support to Iran's Islamic Revolutionary Guard Corps – Qods Force. Triliance was designated pursuant to EO 13846 on January 23, 2020, for facilitating the sale of Iranian petroleum products from NIOC.
