The OverRuled: Russia Trade Controls Resource Center has been updated with the following actions:

  • 24 Sep 2024 (BIS):

    The Akin Summary document has now been posted for this action.

    ​The Group of 7, which consists of the United States, Canada, France, Germany, Italy, Japan, the United Kingdom, and the European Union (collectively, the "G7"), along with the Global Export Control Coalition ("GECC"), published a new guidance document outlining recommended actions to prevent Russian export control and sanctions evasion. The guidance outlines items of heightened risk of being diverted to Russia, updated red flag indicators and best practices for industry to address these red flags, and screening tools and other resources to assist with due diligence.

The OverRuled: China Trade Controls Resource Center has been updated with the following actions:

  • 21 Oct 2024 (BIS):

    ​BIS added 26 entities to the Entity List, including six under the destination of the PRC, for the following reasons:

    • Acquiring and attempting to acquire U.S.-origin items related to aviation simulation technology in support of the PRC's military modernization;
    • Repeatedly engaging in dilatory and evasive conduct in providing information to the U.S. Department of Commerce during end-use checks, including after being added to the Unverified List; and
    • Procuring and/or attempting to procure U.S.-origin items for Iran's weapons of mass destruction and unmanned aerial vehicle (UAV) programs.

    BIS also removed two entities from the Entity List, including Hefei Bitland Information Technology Co., Ltd. under the destination of the PRC following its dissolution.

    Finally, BIS added an address to the existing Entity List entry for Chengdu Poyotencon Technology.

  • 19 Oct 2024 (China - Measures and Countermeasures):

    ​The State Council issued the Regulations on the Export Control of Dual-Use Items ("Regulations"), which will take effect on December 1, 2024. The draft Regulations were first published for comments in April 2022.
