America First Policy Directive to the Secretary of State (Trump EO Tracker)

Commences a reduction in the elements of the Federal bureaucracy that the President has determined are unnecessary. The non-statutory components and functions of several governmental entities shall be eliminated to the maximum extent consistent with applicable law. 

It shall be the policy of the executive branch to ensure Presidential supervision and control of the entire executive branch. Additionally, all executive departments and agencies, including independent agencies, are required to submit for review all proposed and final significant regulatory actions to the Office of Information and Regulatory Affairs (OIRA) within the Executive Office of the President before publication in the Federal Register. 

Directs agency heads, in coordination with their Department of Government Efficiency (DOGE) team lead and the Office of Management and Budget (OMB) Director, to initiate a process to review all agency regulations and rescind those deemed unconstitutional, unlawful, or overly burdensome (including on private parties and small businesses). Focuses on rules lacking clear statutory authority, imposing considerable costs, or hindering innovation and economic development. Grants agency heads discretion to terminate enforcement proceedings that agency heads believe do not comply with the law or Administration policy. Requires the Office of Information and Regulatory Affairs (OIRA) and DOGE team leads to assess new regulations, with OIRA developing a unified regulatory agenda to rescind or modify identified rules, and mandates agency heads to submit a list of such regulations within 60 days to the OIRA Administrator.

Requires a variety of reports and recommendations to be delivered to the President by April 1, 2025: on the causes of the persistent trade deficit, how to establish the External Revenue Service

The Order rescinds all diversity, equity, and inclusion (DEI) practices or programs across all executive departments and agencies. It also revokes the following executive actions: Executive Order 12898 of February 11, 1994 (Federal Actions to Address Environmental Justice in Minority Populations and Low-Income Populations); Executive Order 13583 of August 18, 2011 (Establishing a Coordinated Government-wide Initiative to Promote Diversity and Inclusion in the Federal Workforce); Executive Order 13672 of July 21, 2014 (Further Amendments to Executive Order 11478, Equal Employment Opportunity in the Federal Government, and Executive Order 11246, Equal Employment Opportunity); The Presidential Memorandum of October 5, 2016 (Promoting Diversity and Inclusion in the National Security Workforce); and Executive Order 11246 of September 24, 1965 (Equal Employment Opportunity). Agencies must also work to end DEI initiatives in the private sector in areas of their jurisdiction. 

The Director of the Office of Management and Budget (OMB), assisted by the Attorney General and the Director of the Office of Personnel Management (OPM), shall coordinate the termination of all discriminatory programs, including DEI and “diversity, equity, inclusion, and accessibility” (DEIA) mandates, policies, programs, preferences, and activities in the federal government, under whatever name they appear (including in relation to “environmental justice”).

This executive order establishes that it is the policy of the United States to encourage energy production and exploration on federal lands and waters and to eliminate the electric vehicle (EV) mandate. It requires the heads of departments to review all regulations that burden domestic energy production and use, and to implement action plans to rescind or revise such regulations. The order rescinds a number of Biden’s executive orders on energy and the environment and implements actions to terminate the Green New Deal. It directs agency heads to eliminate delays with respect to permitting and expedite projects deemed essential to the nation’s economy or security. It also directs DOE to restart review of LNG export applications and to identify all agency actions that impose undue burdens on domestic mining.

This order establishes a policy of the federal government to aggressively combat health challenges facing Americans, including mental health, obesity, diabetes, and other chronic diseases. The order establishes the President’s Make America Healthy Again Commission, composed of officials across the federal government, chaired by the Secretary of Health and Human services, and the Assistant to the President for Domestic Policy serving as the Executive Director.
