Designating English as the Official Language of the United States (Trump EO Tracker)

This order designates English as the official language of the United States. Nothing in this order, however, requires or directs any change in the services provided by any agency. Agency heads are not required to amend, remove, or otherwise stop production of documents, products, or other services prepared or offered in languages other than English.    

The executive order directs the Secretary of Commerce to conduct an investigation pursuant to Section 232 of the Trade Expansion Act of 1962 regarding “the effects on national security of imports of copper in all forms,” including scrap copper and derivative products.  In undertaking this investigation, the President ordered the Secretary of Commerce to consider the following factors:

This order directs agency heads along with their DOGE team lead to build a centralized system within each agency to record every payment issued by the agency pursuant to contracts and grants, as well as a system that documents approval for federally funded travel for conferences or other non-essential travel. 

This memorandum directs the U.S. government to use all necessary legal instruments, including the Committee on Foreign Investment in the United States (CFIUS), to restrict PRC-affiliated persons from investing in U.S. technology, critical infrastructure, healthcare, agriculture, energy, raw materials, or other strategic sectors.  Agencies are directed to create an expedited “fast-track” process to facilitate greater investment from specified allied and partner sources in U.S. businesses involved with U.S. advanced technology and other important areas.  It requires expedited environmental reviews for any investment over $1 billion in the United States.  Additionally, the memorandum directs mitigation agreements to consist of concrete actions that companies can complete within a specific time, rather than perpetual and expensive compliance obligations.  It also states that more resources will be directed at facilitating investments from key partner countries.  

The EO announces a policy of the United States to put patients first and ensure they have the necessary information to make well-informed healthcare decisions. The order builds upon Executive Order 13877 (Improving Price and Quality Transparency in American Healthcare to Put Patients First) of June 24, 2019, and directs Secretary of the Treasury, the Secretary of Labor, and the Secretary of Health and Human Services to take all necessary and appropriate action to implement rapidly and enforce the healthcare price transparency regulations issued pursuant to that order within 90 days. 

Commences a reduction in the elements of the Federal bureaucracy that the President has determined are unnecessary. The non-statutory components and functions of several governmental entities shall be eliminated to the maximum extent consistent with applicable law. 

It shall be the policy of the executive branch to ensure Presidential supervision and control of the entire executive branch. Additionally, all executive departments and agencies, including independent agencies, are required to submit for review all proposed and final significant regulatory actions to the Office of Information and Regulatory Affairs (OIRA) within the Executive Office of the President before publication in the Federal Register. 

Directs agency heads, in coordination with their Department of Government Efficiency (DOGE) team lead and the Office of Management and Budget (OMB) Director, to initiate a process to review all agency regulations and rescind those deemed unconstitutional, unlawful, or overly burdensome (including on private parties and small businesses). Focuses on rules lacking clear statutory authority, imposing considerable costs, or hindering innovation and economic development. Grants agency heads discretion to terminate enforcement proceedings that agency heads believe do not comply with the law or Administration policy. Requires the Office of Information and Regulatory Affairs (OIRA) and DOGE team leads to assess new regulations, with OIRA developing a unified regulatory agenda to rescind or modify identified rules, and mandates agency heads to submit a list of such regulations within 60 days to the OIRA Administrator.
