Putting America First in International Environmental Agreements (Trump EO Tracker)

This Executive Order establishes a policy of the United States to ensure that federally funded research benefits American citizens without jeopardizing national security, strength or prosperity. The order seeks to strengthen oversight of dangerous gain-of-function research on biological agents and pathogens and other high-risk life science research. It contains the following directives and deadlines.

Instructs the Corporation for Public Broadcasting (CPB) Board of Directors and all executive departments and agencies to cease Federal funding for National Public Radio (NPR) and the Public Broadcasting Service (PBS).

Establishes Religious Liberty Commission (Commission) with the stated intent of protecting the free exercise of religion.

Enforces the English-language requirement for commercial motor vehicle drivers and removing regulatory burdens that undermine the working conditions of America’s truck drivers.

Orders the Attorney General to publish a list of States and local jurisdictions that obstruct the enforcement of Federal immigration laws (sanctuary jurisdictions). Immediately following each publication, the Attorney General and the Secretary of Homeland Security shall notify each sanctuary jurisdiction regarding its defiance of Federal immigration law enforcement and any potential violations of Federal criminal law. They will then pursue all necessary legal remedies and enforcement measures to end these violations and bring such jurisdictions into compliance with the laws of the United States.

Orders the Attorney General shall take all appropriate action to create a mechanism to provide legal resources and indemnification to law enforcement officers who unjustly incur expenses and liabilities for actions taken during the performance of their official duties to enforce the law.  This mechanism shall include the use of private-sector pro bono assistance for such law enforcement officers.

The Order institutes a new Civil Service Rule XI to ensure agencies effectively utilize probationary and trial periods. Civil Service Rule XI supersedes subpart H and requires agencies to affirmatively determine that the continued employment of individuals serving probationary or trial periods would benefit the federal service before the appointment is finalized. Civil Service Rule II is amended by removing section 2.4 of part 2 of title 5, Code of Federal Regulations. The rule determines the meaning of a probationary and trial period and sets guidance for assessment at the end of the trial or probationary period. At the completion of the period, the employee will either be terminated from their agency or certified as an appointment that advances public interest. The Order is effective immediately, and the requirements will become effective 90 days from April 24, 2025.
