Stopping Waste, Fraud, and Abuse by Eliminating Information Silos (Trump EO Tracker)

Eliminates information silos by ensuring Federal officials designated by the President or Agency Heads have full and prompt access to all unclassified agency records, data, software systems, and information technology systems for purposes of pursuing Administration priorities related to the identification and elimination of waste, fraud, and abuse. This includes authorizing and facilitating both the intra- and inter-agency sharing and consolidation of unclassified agency records. Immediately upon execution of this order, Agency Heads shall take all necessary steps, to the maximum extent consistent with law, to ensure the Federal Government has unfettered access to comprehensive data from all State programs that receive Federal funding, including, as appropriate, data generated by those programs but maintained in third-party databases.

Orders the Director of the Office of Personnel Management (OPM) to be delegated the authority to make final suitability determinations and take suitability actions regarding employees in the executive branch based on post-appointment conduct, consistent with applicable law. In this context, a suitability action can include a directive by OPM to the head of an executive department or agency (agency) to remove an employee who does not meet the suitability criteria defined in OPM’s regulations. 

Aims to bolster domestic mineral production by expediting permits, prioritizing mineral-rich federal lands, and reducing regulatory barriers to strengthen national security and economic stability. It also facilitates public and private investment in the mineral sector, leveraging federal resources, including the Defense Production Act (DPA), to ensure a stable and independent supply chain for critical minerals.

Enables state and local governments to better understand, plan for, and address the needs of their citizens by reducing the complexity of federal preparedness and response policies. Also launches a National Resilience Strategy that articulates the priorities, means, and ways to advance the resilience of the nation. 

Directs the Secretary of State to remove the “Diversity, Equity, Inclusion, and Accessibility” Core Precept from Foreign Service tenure and promotion criteria. It further directs that the U.S. government will not base Foreign Service recruitment, hiring, promotion, or retention decisions on an individual’s race, color, religion, sex, or national origin, nor embed discriminatory equity ideology within any element of the Foreign Service. 

Establish a policy to enforce the Federal Rule of Civil Procedure 65(c) by requiring parties seeking injunctions against the Federal Government to cover the costs and damages incurred if the Government is ultimately found to have been wrongfully enjoined or restrained. The heads of executive departments and agencies, in consultation with the Attorney General, are directed to ensure that their respective agencies properly request under Rule 65(c) that Federal district courts require plaintiffs to post security equal to the Federal Government’s potential costs and damages from a wrongly issued injunction. 

This order establishes the White House Task Force on the FIFA World Cup 2026 to coordinate with executive departments and agencies to assist in the planning, organization, and execution of the events surrounding the 2025 FIFA Club World Cup and the 2026 FIFA World Cup. The Task Force shall be housed in the Department of Homeland Security, which shall provide funding and administrative support.  

The Secretary of the Treasury shall establish an office to administer and maintain control of custodial accounts collectively known as the “United States Digital Asset Stockpile,” capitalized with all digital assets owned by the Department of the Treasury, other than BTC, that were finally forfeited as part of criminal or civil asset forfeiture proceedings. Within 30 days of the date of this order, the head of each agency shall provide the Secretary of the Treasury and the President’s Working Group on Digital Asset Markets with a full accounting of all Government Digital Assets in such agency’s possession, including any information regarding the custodial accounts in which such Government Digital Assets are currently held that would be necessary to facilitate a transfer of the Government Digital Assets to the Strategic Bitcoin Reserve or the United States Digital Asset Stockpile.
