Unleashing Prosperity Through Deregulation (Trump EO Tracker)

On February 1, President Trump signed executive orders imposing additional tariffs on Canada, Mexico, and China under the International Emergency Economic Powers Act (IEEPA) in response to an emergency declared at the border related to fentanyl, drug trafficking, and illegal immigration concerns. As to China, the order provides the following:

Imposes maximum pressure on the Iranian regime to end its nuclear threat, curtail its ballistic missile program, and stop its support for terrorist groups. Relevant Secretaries are required to impose and enforce sanctions, review previously issued sanctions waivers and general licenses, implement a campaign to drive Iran’s export of oil to zero, lead a diplomatic campaign to isolate Iran, and conduct an export control enforcement campaign to restrict the flow of technology and components. The Attorney General is directed to pursue all legal steps to investigate, prosecute, and disrupt efforts by the Iranian government to obtain sensitive information. 

Orders the reevaluation of the United States’ commitment to three United Nations (UN) organizations: the UN Human Rights Council (UNHRC); the UN Educational, Scientific, and Cultural Organization (UNESCO); and the UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). The United States will no longer participate in the UNHRC, and U.S. government agencies are directed not to use any funds for a contribution, grant, or other payment to UNRWA.  Within 180 days of the issuance of the order, the Secretary of State and the U.S. Representative to the UN are directed to conduct a review of all international intergovernmental organizations of which the United States is a member and all conventions and treaties to which the United States is a party to determine which are contrary to the interest of the United States and whether they can be reformed. 

Establishes a sovereign wealth fund to "promote fiscal sustainability, lessen the burden of taxes on American families and small businesses, establish economic security for future generations, and promote United States economic and strategic leadership internationally".  The Secretary of the Treasury and the Secretary of Commerce shall develop a plan for the establishment of a sovereign wealth fund including recommendations for funding mechanisms, investment strategies, fund structure, and a governance model.  The plan shall also include an evaluation of the legal considerations for establishing and managing such a fund, including any need for legislation.

At 10:30am on Feb. 3, Mexican President Claudia Sheinbaum announced on X that the Mexico tariffs will be paused for one month.  She stated that the United States and Mexico had come to an agreement relating to Mexico’s reinforcement of the northern border and the United States’ actions to prevent trafficking of high-powered weapons to Mexico.  No official document regarding the pause is available yet from either country.

Makes it the policy of the executive branch that collective bargaining agreements (CBAs) reached in the 30 days prior to the inauguration of an incoming president shall not be approved. Instructs agency heads to disapprove currently pending CBAs, with the exception of agreements with law enforcement officers. Prohibits agencies from signing CBAs that: (i) contain contractual obligations; (ii) make substantive changes to existing agreements; or (iii) extend the duration of an existing agreement in the 30 days prior to a change in administration. 

Orders that for each new regulation issued, at least 10 prior regulations be identified for elimination.  This practice is to ensure that the cost of planned regulations is responsibly managed and controlled through a rigorous regulatory budgeting process.
