Ken Gross Speaks to CNN, The Wall Street Journal And Others About What Happens To Biden’s Campaign Funds Following His Withdrawal From the 2024 Presidential Race

On CNN International’s Quest Means Business, Akin senior political law counsel and consultant Kenneth Gross says Vice President Kamala Harris can claim money raised by the Biden-Harris campaign “She gets to keep the money and use it,” because her name was already on the ticket says Ken, former associate general counsel at the Federal Election Commission. “When this campaign was originally registered, both Biden and Harris were put on the statement of organization, and the statement of candidacy with the Federal Election Commission.”
“It doesn’t matter that she was the VP candidate in the primary process and votes were for Biden,” Ken tells The Wall Street Journal.
Ken has been quoted by NBC News and The Associated Press, as well as numerous other media outlets, in articles examining the range of possible uses and restrictions around funds raised by the Biden-Harris campaign.
For example, in the event of an entirely new ticket Ken tells MarketWatch, “those funds are still in control of Biden-Harris but they can’t be transferred to a new campaign.” General election money would be returned to donors according to Ken. As for excess funds, including money raised in the primary, he tells Yahoo! News, “the way that the money could be used most effectively to influence the outcome of the presidential election is to convert it into an entity that does not have limits, such as a super-PAC.”
