David Quigley, head of the environment and natural resources practice at Akin Gump, has been quoted in the Law360 article “Politics, Strict Interpretation Infuse EPA Methane Reg Rollback.” The article reports on a move by the Trump administration to reverse Obama-era regulations pertaining to methane and other volatile organic compound emissions.

EPA Administrator Andrew Wheeler, the article notes, said the agency replaced the rules because they were based on an overly expansive interpretation of the Clean Air Act—the same reason given when the Trump administration rescinded and replaced the 2015 Clean Power Plan.

From his perspective, Quigley said, the timing of the rule change is, “pretty obviously a politically charged issue. … In terms of environmental issues, this is one of the largest political issues they could dig hooks into that would split sort of small, Main Street America with larger corporations.”
