Reuters Quotes Laura Black on Biden Order re: Investment in China

In “Biden order curbing investment to China expected next week,” an article by Reuters subsequently picked up by CNBC, Akin international trade senior counsel Laura Black was quoted.

The article discusses an imminent executive order from the Biden White House that will mandate screening of outbound investments in sensitive technologies to China.

Laura, who served as Director of Policy and International Relations, Committee on Foreign Investment in the United States (CFIUS), Office of Investment Security, said that the order was not expected to set up a “reverse CFIUS,” referencing that interagency body’s review of certain transactions in the U.S. She said this was because the order would not involve a case-by-case review that a committee would then act on to clear, mitigate or block a transaction. Laura did note, however, that the order is expected to prohibit certain investments.
