Wall Street Journal Quotes Jonathan Poling on BIS Efforts to Address Sensitive Technologies

The Wall Street Journal has quoted Akin international trade practice head Jonathan Poling in its article “Export Watchdog Warns About Counterparties Sending Drone, Missile Components to Russia.” The article discusses the efforts of the U.S. Commerce Department’s Bureau of Industry and Security (BIS) to address the export of sensitive technologies to Russia and China, including sending warnings to companies and collaborating with other agencies.
Jonathan noted that BIS has been adding entities to the prohibited list and enforcing export control rules, particularly regarding artificial intelligence and quantum computing. He added that it may require some time for additional cases to emerge involving the penalization of individuals or entities involved in exporting restricted technology to Russia or assisting in evading sanctions.
According to WSJ, BIS has increased collaboration with the Treasury Department’s Financial Crimes Enforcement Network. Jonathan said, “That’s a new stream of evidence that the Commerce Department had not been getting before and I think in the long term will be a game changer for them.”
