HB 281: Utah Prohibits State Entities from Using Social Credit Scores

Summary

Enacted in March 2023, HB 281 prohibits governmental entities from using a system based on social credit score that discriminates against or causes adverse or preferential treatment of a person. The law exempts consumer reports under the Fair Credit Reporting Act that are prepared to evaluate creditworthiness.
The law defines "social credit score" to mean "a numeric, alphanumeric, or alphabetic value or other categorization assigned to a person based on" the person's compliance or noncompliance with government guidance, social media posts, membership in clubs, political affiliation, or employment industry or employer.
