Joseph focuses on advising telecommunications clients on legal, policy and regulatory issues both domestically and abroad. Joseph’s vast experience comes from working at the Federal Communications Commission (FCC) and as an FCC detailee to the U.S. Senate Committee on Commerce, Science, and Transportation.
As a detailee to the Senate Commerce Committee, Joseph drafted legislation regarding broadband infrastructure, regulatory reform, Universal Service Fund (USF) contributions reform, spectrum coordination and workforce development.
Joseph served as a legal advisor to FCC Commissioner Carr, where he advised on a wide portfolio of regulatory and enforcement issues, including:
- Connect America Fund and the Rural Digital Opportunity Fund
- Broadband mapping
- Robocalling
- Lifeline
- E-Rate
- Rural health care
- Telehealth
- Radiofrequency emission limits
- National security
- Telecom workforce development
Prior to joining the FCC, Joseph was a regulatory counsel with Deutsche Telekom. He evaluated merger and acquisition opportunities to ensure compliance with Department of Justice, Federal Trade Commission, FCC and EU regulations. He provided analysis to company management on the impact of regulations regarding spectrum auctions and acquisitions, net neutrality, consolidation, privacy, labor relations, foreign ownership and international trade. In addition, he oversaw compliance with Deutsche Telekom’s national security agreement with Team Telecom, developing stringent procurement policies, annual reports and managing site inspections by federal agencies.
