Biography
  • Advises clients on trade remedy matters involving antidumping, countervailing duties, safeguard, customs and administrative and sunset reviews.
  • Represents clients in trade remedy litigation and dispute resolution before the U.S. Court of International Trade, U.S. Court of Appeals for the Federal Circuit and the World Trade Organization.

Julia’s practice focuses on trade remedy cases, representing companies, trade associations and foreign governments in antidumping and countervailing duty investigations, administrative reviews, sunset reviews, court appeals, binational panel reviews and global safeguard proceedings. She also counsels clients on other trade matters, including national security tariffs under Section 232 of the Trade Expansion Act and actions under Section 301 of the Trade Act. Julia has practiced before the U.S. Department of Commerce, U.S. International Trade Commission, Office of the U.S. Trade Representative, U.S. Court of International Trade, U.S. Court of Appeals for the Federal Circuit, European Commission and the World Trade Organization.

Representative Work
  • Represented a leading industry association in the global safeguard proceedings on crystalline solar photovoltaic cells and modules at the U.S. International Trade Commission and Office of the U.S. Trade Representative.
  • Represented a coalition of U.S. producers, U.S. importers, foreign producers, and trade associations in the global safeguard investigation of blueberries at the U.S. International Trade Commission and Office of the U.S. Trade Representative.
  • Represented the Mexican industry regarding the suspension agreement on fresh tomatoes from Mexico at the U.S. Department of Commerce.
  • Represented a large U.S. utility and importer in antidumping and countervailing duty circumvention proceedings on imports of crystalline solar photovoltaic cells and modules at the U.S. Department of Commerce.
  • Represented a Mexican producer in antidumping administrative reviews of large residential washers from Mexico at the U.S. Department of Commerce and an appeal before a North American Free Trade Agreement (NAFTA) Panel.
  • Represented tire producers in the antidumping and countervailing duty proceedings on passenger vehicle and light truck tires from Thailand and China.
  • Represented Oman aluminum producer in an antidumping investigation on common alloy aluminum sheet from Oman at the U.S. Department of Commerce and an antidumping and countervailing duty investigation of aluminum foil at the U.S. International Trade Commission.
  • Represented the government of Canada in the antidumping and countervailing duty investigation of softwood lumber from Canada at the U.S. International Trade Commission and U.S. Department of Commerce.
  • Represented the government of Mexico in the countervailing duty investigation of fabricated structural steel from Canada at the U.S. Department of Commerce.
  • Represented the government of Indonesia in the countervailing duty investigation of biodiesel from Indonesia at the U.S. Department of Commerce.
  • Represented a coalition of U.S. importers in the antidumping and countervailing duty investigations of wooden cabinets and vanities from China at the U.S. International Trade Commission and U.S. Department of Commerce.
