Practiced in China and Washington, D.C., and previously served as partner-in-charge of the firm’s Beijing office.

Spencer retired from the partnership in 2022. He focused on international trade and general litigation matters, including World Trade Organization (WTO) issues, countervailing duty cases, antidumping cases, trade policy, arbitrations, and antitrust counseling and litigation.

Spencer represented clients in a variety of complex trade cases before the U.S. Department of Commerce, International Trade Commission, Office of the U.S. Trade Representative and Court of International Trade. He also handled numerous WTO disputes for government clients.

Spencer advised clients in Canada, Japan, China, Korea, Taiwan and other countries. He represented the government of British Columbia in the long-standing lumber dispute and represented clients in several other industries, including steel, semiconductors and cement.

Spencer previously served as a staff attorney in the Hong Kong attorney general’s chambers as a Luce scholar, where he advised on governmental policy issues and assisted with criminal proceedings. He served as an international trade advisor in then-Sen. Albert Gore’s (D-TN) 1988 presidential campaign.

Representative Work

Represented the government of British Columbia in countervailing duty litigation under U.S. law and international arbitration under the Softwood Lumber Agreement concerning trade in softwood lumber.
Represented Samsung in an antidumping case involving imports of dynamic random-access memory (DRAMS) from Korea.
Represented various governments in WTO appeals.
