Bill represents health care providers and other businesses and tax-exempt organizations in corporate, transactional and regulatory matters. Bill is a contributing author/editor to The Law of Medical Practice in Illinois, 3rd Edition (West Group) and Representing Physicians Handbook, 2nd Edition (American Health Law Association). He also advises a wide range of individuals and organizations on compliance with federal and state campaign finance disclosure matters and other laws and regulations governing political activities.

Bill has represented clients in enforcement actions brought by the Federal Election Commission and on compliance with pay-to-play restrictions. He co-authored “Federal Campaign Finance and Disclosure,” Practice Handbook on Election Law, Illinois Institute for Continuing Legal Education.

Bill previously served on the state of Illinois Board of Elections for eight years and was selected to chair the board on two occasions. During Bill’s first term as chair, the Board of Elections was recognized by law enforcement and cybersecurity officials for the agency’s outstanding response to the 2016 data breach of the state’s voter registration system database by foreign intelligence agents.

Early in his career, Bill worked on Capitol Hill as an aide for Congressman John E. Porter (10th-IL), handling appropriations and health care issues.

Bill is admitted to practice in the state of Illinois and is often called on to serve as local counsel on firm matters pending in state and federal courts there.
