For its article “Chinese chip designers slow down processors to dodge US sanctions,” Financial Times has quoted Akin Gump international trade partner Kevin Wolf.

The article discusses how Chinese companies are adjusting their chip designs to reduce processing speeds with the aim of avoiding U.S. sanctions aimed at curbing Chinese processing power.

On the possibility that the U.S. government would issue licenses that would allow companies to work with China on high-tech design, Wolf, who served as Assistant Secretary of Commerce for Export Administration, Bureau of Industry and Security, said the Commerce Dept. was unlikely to grant any licenses: “This part of the rule states that such applications will be ‘presumptively denied’.”
