- 28 Sep 2023 - Saphara Lynn Anderson - Denial Order; No monetary penalty
On September 28, 2023, BIS issued a Denial Order against Saphara Lynn Anderson ("Respondent") for a period of seven years in relation to violations of 18 U.S.C. § 371. The order went into effect on the Respondent's date of conviction on October 21, 2021. Specifically, the Respondent was convicted of conspiring to export ammunition from the United States to Mexico. The Respondent was sentenced to probation for 60 months and a $100 special assessment. BIS did not impose any further monetary penalty on Respondent beyond the Court-imposed penalty.
- 28 Sep 2023 - Carlos Eduardo Zepeda - Denial Order; No monetary penalty
On September 28, 2023, BIS issued a Denial Order against Carlos Eduardo Zepeda ("Respondent") for a period of seven years in relation to violations of 18 U.S.C. § 554(a). The order went into effect on the Respondent's date of conviction on December 1, 2022. Specifically, the Respondent was convicted of smuggling from the United States to Mexico approximately 800 rounds of 5.56 mm ammunition. The Respondent was sentenced to 24 months of imprisonment, three years of supervised release, and a $100 assessment. BIS did not impose any further monetary penalty on Respondent beyond the Court-imposed penalty.
- 28 Sep 2023 - Jacques Yves Sebastien Duroseau - Denial Order; No monetary penalty
On September 28, 2023, BIS issued a Denial Order against Jacques Yves Sebastien Duroseau ("Respondent") for a period of 10 years in relation to violations of 18 U.S.C. § 371, 50 U.S.C. § 4819, Section 38 of the Arms Export Control Act (22 U.S.C. § 2778) (“AECA”), and 18 U.S.C. § 554. The order went into effect on the Respondent's date of conviction on May 24, 2022. Specifically, the Respondent was convicted of conspiring to illegally export and smuggle firearms and controlled equipment from the United States to Haiti, as well as transporting United States Munitions List-controlled firearms and Commerce Control List-controlled riflescopes without a license to the Haitian Army. The Respondent was sentenced to 60 months of imprisonment, three years of supervised release and a $400 assessment. BIS did not impose any further monetary penalty on Respondent beyond the Court-imposed penalty.

- 27 Sep 2023 (OFAC):
OFAC designated one entity in Hong Kong and one individual in the PRC, among other parties based in Iran, Türkiye, and the UAE, for involvement in the procurement of sensitive parts for Iran's one-way attack UAV program, pursuant to EO 13382. This network has facilitated shipments and financial transactions in support of the Islamic Revolutionary Guard Corps Aerospace Force Self Sufficiency Jihad Organization's procurement of servomotors, a critical component used in Iran's Shahed series UAVs. Iran has been supplying Russia with Shahed-136 UAVs to support Russia’s illegal invasion of Ukraine.
