The OverRuled: Russia Trade Controls Resource Center has been updated with the following actions:

  • 03 Jul 2024 (UK):

    The Office of Financial Sanctions Implementation ("OFSI") issued UK General Licence INT/2024/4919848 (the “GL”), which allows the sale, divestment, and transfer of financial instruments held by the National Settlement Depository ("NSD") and the payment of safe keeping fees.

  • 03 Jul 2024 (UK):

    The Office of Financial Sanctions Implementation ("OFSI") issued General Licence INT/2024/4907888 (the "GL") in respect of payments by UK designated person(s) ("UK DP" or "UK DPs"), or Persons acting on their behalf (as defined under the GL), which allows for payments to Visa Application Services Providers (as defined under the GL), from a UK DP or on behalf of a UK DP. The GL applies to all sanctions regulations made under the Sanctions and Anti-Money Laundering Act 2018 (the Sanctions Act), as listed in Annex I of the GL (the "UK Autonomous Sanctions Regulations").

  • 01 Jul 2024 (UK):

    The Office of Financial Sanctions Implementation ("OFSI") issued General Licence INT/2024/4881897 (the "GL") in respect of payments by UK designated persons ("UK DPs"), or Persons acting on behalf of UK DPs, to make Permitted Payments to the Revenue Authorities.

  • 28 Jun 2024 (UK):

    The Office of Financial Sanctions Implementation ("OFSI") updated UK General Licence INT/2022/2470156 (the "GL") to extend the expiration date applicable to Schedule 1 Exempt Projects, by one year until June 28, 2025.

The OverRuled: China Trade Controls Resource Center has been updated with the following actions:

  • 02 Jul 2024 (BIS):

    ​BIS added six entries to the Entity List, including two under the destination of the PRC. The PRC entities were designated for being linked to the Test Flying Academy of South Africa, which was added to the Entity List on June 12, 2023, and for training China's military forces using Western and North Atlantic Treaty Organization (NATO) sources.

    BIS also revised the existing Entity List entry for Tenco Technology Company Ltd., by adding three additional aliases.

  • 02 Jul 2024 (BIS):

    ​BIS added 13 entities to the Unverified List ("UVL"), including eight entities located in the PRC.

    These foreign entities were added to the UVL because BIS or federal officials, acting on BIS's behalf, were unable to verify their bona fides (i.e., legitimacy and reliability relating to the end use and end user of items subject to the EAR) through the completion of an end-use check.

    BIS also removed seven entities from the UVL, including six under the destination of the PRC, because BIS was able to verify their bona fides.
