The U.S. Department of Justice (DOJ) announced in a press release that Ilya Kahn pleaded guilty to conspiracy to violate the Export Control Reform Act (ECRA) for his involvement in a complex scheme to obtain and unlawfully export dual-use semiconductors and other sensitive items to Joint Stock Company Research and Development Center (ELVEES) and other entities in Russia. In addition to conspiracy, Kahn also pleaded guilty to attempted tax evasion for failing to pay taxes on the illicit income he earned from the scheme. Kahn's guilty plea follows from a prior update on January 18, 2024, noting Kahn's arrest.

The U.S. Department of Justice (DOJ) charged Virginia-based company Eleview International Inc., and two of its senior executives, Oleg Nayandin and Vitaliy Borisenko, with conspiracy to violate the Export Control Reform Act (ECRA) through the use of various schemes to unlawfully ship controlled U.S.-origin items to end users in Russia.
