The OverRuled: Russia Trade Controls Resource Center has been updated with the following actions:

  • 20 Jun 2024 (BIS):

    ​The Bureau of Industry and Security (“BIS”) issued a Final Determination against Kaspersky Lab, Inc. (“Kaspersky”), the U.S. subsidiary of a Russia-based anti-virus software and cybersecurity company, that found Kasperky's provision of cybersecurity and anti-virus software poses undue and unacceptable risks to U.S. national security and to the security and safety of U.S. persons.

    In a related action, BIS also amended the Export Administration Regulations (“EAR”) by adding AO Kaspersky Lab and OOO Kaspersky Group (under the destination of Russia) and Kaspersky Labs Limited (under the destination of the United Kingdom) to the Entity List based on their cooperation with the Russian military and intelligence authorities in support of the Russian government’s cyber intelligence objectives.​

  • 13 Jun 2024 (UK):

    The Office of Financial Sanctions Implementation ("OFSI") announced 42 new sanctions designations under The Russia (Sanctions) (EU Exit) Regulations 2019. The designations include, amongst others, a number of entities connected to Russia's financial system (including, inter alia, the National Settlement Depository ("NSD") and the Moscow Stock Exchange), entities in the civil nuclear and Russian Liquefied Natural Gas ("LNG") sectors, as well as suppliers of munitions, machine tools, microelectronics, logistics, or other suppliers to the Russian military-industrial complex.

  • 13 Jun 2024 (UK):

    The Foreign, Commonwealth and Development Office ("FCDO"​) announced that six vessels have been specified for the purposes of The Russia (Sanctions) (EU Exit) Regulations 2019 ("Russia Regulations").

  • 12 Jun 2024 (UK):

    The Office of Financial Sanctions Implementation ("OFSI") published new guidance in respect of OFSI's policy on licensing personal staff payments. The guidance sets out the circumstances under which OFSI may, or may not, license payments for the personal staff of UK designated persons ("DPs").

  • 04 Jun 2024 (Switzerland):

    The Akin Summary document has now been posted for this action.

    ​The State Secretariat for Economic Affairs ("SECO") designated two individuals and one entity under the Russia sanctions regime for the purposes of an asset freeze.

  • 31 May 2024 (UK):

    The Office of Financial Sanctions Implementation ("OFSI") amended UK General Licence INT/2022/1280876 ("GL") to permit a scheme of arrangement prepared by the Joint Administrators of VTB Capital Plc and to extend the expiry date of the GL.
