Establishes the United States Investment Accelerator office within the Department of Commerce to facilitate and accelerate investments above $1 billion in the United States. The office will assist investors in navigating United States Government regulatory processes efficiently, reduce regulatory burdens where consistent with applicable law, increase access to and use of our national resources where appropriate and consistent with applicable law, facilitate research collaborations with national labs, and work with State governments in all 50 States to reduce regulatory barriers to, and increase, domestic and foreign investment in the United States. The Investment Accelerator office shall be responsible for the CHIPS Program Office within the Department of Commerce. It will also be tasked with identifying any existing mechanisms, exceptions, and opportunities in Federal law that can be used to assist foreign and domestic investors, consistent with the protection of national security.

This memorandum directs the U.S. government to use all necessary legal instruments, including the Committee on Foreign Investment in the United States (CFIUS), to restrict PRC-affiliated persons from investing in U.S. technology, critical infrastructure, healthcare, agriculture, energy, raw materials, or other strategic sectors.  Agencies are directed to create an expedited “fast-track” process to facilitate greater investment from specified allied and partner sources in U.S. businesses involved with U.S. advanced technology and other important areas.  It requires expedited environmental reviews for any investment over $1 billion in the United States.  Additionally, the memorandum directs mitigation agreements to consist of concrete actions that companies can complete within a specific time, rather than perpetual and expensive compliance obligations.  It also states that more resources will be directed at facilitating investments from key partner countries.

Orders the Attorney General to review in detail all existing Foreign Corrupt Practices Act (FCPA) investigations or enforcement actions and take appropriate action with respect to such matters to restore proper bounds on FCPA enforcement and preserve Presidential foreign policy prerogatives. Also orders the Attorney General to cease initiation of any new FCPA investigations or enforcement actions, unless the Attorney General determines that an individual exception should be made.

Establishes a sovereign wealth fund to "promote fiscal sustainability, lessen the burden of taxes on American families and small businesses, establish economic security for future generations, and promote United States economic and strategic leadership internationally".  The Secretary of the Treasury and the Secretary of Commerce shall develop a plan for the establishment of a sovereign wealth fund including recommendations for funding mechanisms, investment strategies, fund structure, and a governance model.  The plan shall also include an evaluation of the legal considerations for establishing and managing such a fund, including any need for legislation.

This Memorandum revokes the Presidential Memorandum of January 28, 2021, “Protecting Women’s Health at Home and Abroad,” and reinstates the Presidential Memorandum of January 23, 2017, “The Mexico City Policy.” It directs the Secretary of State, in coordination with the Secretary of Health and Human Services, to implement a plan to make certain that foreign organizations receiving global health funding from any departments or agencies of the United States do not provide or promote abortion with any sources of funding. In addition, to the extent permitted by law, the Memorandum directs the Secretary of State to ensure that U.S. taxpayer dollars do not fund organizations or programs that support or participate in the provision of coercive abortion or involuntary sterilization.
