The executive order directs the Secretary of Commerce to conduct an investigation pursuant to Section 232 of the Trade Expansion Act of 1962 regarding “the effects on the national security of imports of timber, lumber, and their derivative products,” such as “paper products, furniture, and cabinetry.”  In undertaking this investigation, the President ordered the Secretary of Commerce to consider the following factors: 

The executive order directs the Secretary of Commerce to conduct an investigation pursuant to Section 232 of the Trade Expansion Act of 1962 regarding “the effects on national security of imports of copper in all forms,” including scrap copper and derivative products.  In undertaking this investigation, the President ordered the Secretary of Commerce to consider the following factors:

Requires a variety of reports and recommendations to be delivered to the President by April 1, 2025: on the causes of the persistent trade deficit, how to establish the External Revenue Service

Directs the heads of executive departments and agencies to review all funding provided to NGOs and align future funding decisions with the interests of the United States and the goals of the Trump-Vance administration. 

Orders that for each new regulation issued, at least 10 prior regulations be identified for elimination.  This practice is to ensure that the cost of planned regulations is responsibly managed and controlled through a rigorous regulatory budgeting process.

This Order makes it the policy of the United States to enforce the Hyde Amendment, preventing the use of Federal money to fund or promote elective abortion. The EO further revokes two Executive Orders from the Biden Administration: (1) Executive Order 14076, Protecting Access to Reproductive Healthcare Services and (2) Executive Order 14079, Securing Access to Reproductive and Other Healthcare Services. 

This Memorandum revokes the Presidential Memorandum of January 28, 2021, “Protecting Women’s Health at Home and Abroad,” and reinstates the Presidential Memorandum of January 23, 2017, “The Mexico City Policy.” It directs the Secretary of State, in coordination with the Secretary of Health and Human Services, to implement a plan to make certain that foreign organizations receiving global health funding from any departments or agencies of the United States do not provide or promote abortion with any sources of funding. In addition, to the extent permitted by law, the Memorandum directs the Secretary of State to ensure that U.S. taxpayer dollars do not fund organizations or programs that support or participate in the provision of coercive abortion or involuntary sterilization.
