Trump Executive Order Tracker

This Order directs the Secretary of Defense to order as many units of the Armed Forces as he determines appropriate, including the Ready Reserve and the National Guard, to support the activities of the Secretary of Homeland Security in obtaining complete operational control of the southern border. The Secretary of Defense is also directed to provide detention space, transportation—including aircraft—and other logistical services in support of border enforcement operations. The Order directs construction of additional physical barriers along the southern border, in coordination with any governor of a state willing to assist.

This Order directs the construction of temporary and permanent physical barriers at the southern border of the United States and all appropriate action to deploy permanent sufficient personnel along the southern border to ensure operational control.  The Order also directs that action be taken to supplement available personnel to secure the southern border and enforce immigration laws.  This Order directs the Secretary of Homeland Security to issue new policy guidance on detention of undocumented immigrants and to reinstitute the Migrant Protection Protocols (“Remain in Mexico”).  

Requires a variety of reports and recommendations to be delivered to the President by April 1, 2025: on the causes of the persistent trade deficit, how to establish the External Revenue Service, unfair foreign trade practices, the impact of the USMCA, currency manipulation, the reciprocity of existing trade agreements, AD/CVD policies, countries for bilateral or sectoral trade negotiations, the de minimis exemption, discriminatory extraterritorial taxes, impact of trade agreements on federal procurement, the China Phase 1 deal, the results of the 4-year necessity review of the China 301 tariffs, whether further Section 301 investigations on China are warranted, legislative proposals to revoke China PNTR, reciprocity of China’s treatment of intellectual property rights, whether further Section 232 investigations are warranted and whether existing Section 232 product exclusions are effective, improvements to U.S. export control authorities, the connected vehicle rulemaking, the outbound investment EO and final rule, the impact of foreign subsidies on procurement, and migration and fentanyl flows from Canada, Mexico, and China.

This Order directs the Secretary of Defense deliver a revision to the Unified Command Plan assigning United States Northern Command (USNORTHCOM) the mission of sealing the borders of the United States for the purpose of “repelling forms of invasion, including unlawful mass migration, narcotics trafficking, human smuggling and trafficking, and other criminal activities.” 

This Order directs executive departments and agencies to enforce final orders of removal (deportation orders), directs the Secretary of Homeland Security to ensure efficient and expedited removal of those who have not been admitted or paroled into the U.S. and do not qualify for asylum, and directs the Attorney General, the Secretary of State and the Secretary of Homeland Security to prioritize the prosecution of criminal offenses related to the “unauthorized entry or continued unauthorized presence” in the United States. It also orders that all available resources be allocated to create facilities to detain those to be removed.
