Effective February 19, 2025, no department or agency of the U.S. government shall issue documents recognizing U.S. citizenship, or accept documents issued by State, local, or other governments or authorities purporting to recognize U.S. citizenship, to persons when their mother was unlawfully present in the U.S. and their father was not a U.S. citizen or legal permanent resident at the time of their birth; or when their mother’s presence in the U.S. was temporary, including when visiting the U.S. under the Visa Waiver Program or visiting on a student, work, or tourist visa, and their father was not a U.S. citizen or legal permanent resident at the time of their birth.

This Order authorizes increased vetting and screening of those seeking admission to the United States, and those already in the United StatesAgencies are directed to establish a uniform baseline for screening and vetting standards consistent with those in effect prior to the Biden administration that will be used for any applicants seeking a visa or any immigration benefit, including enhanced vetting for those coming from countries with identified security risksThe Order also directs agencies to identify countries for which vetting and screening information is deficient enough to warrant a partial or full ban on entry for nationals of those countries, as well as identifying entrants from those countries during the Biden administration to review their actions or activities since their admission to the U.S.

The Assistant to the President for Domestic Policy, in consultation with the Director of the Office of Management and Budget, the Director of the Office of Personnel Management, and the Administrator of the Department of Government Efficiency (DOGE), shall develop and send to agency heads a Federal Hiring Plan that brings to the Federal workforce only highly skilled Americans dedicated to the furtherance of American ideals, values, and interests, and not be based on impermissible factors, such as one’s commitment to illegal racial discrimination under the guise of ‘equity,’ one’s commitment to the invented concept of ‘gender identity’ over sex. In addition, the Federal Hiring Plan shall take into account, among other things, integrating modern technology to support the recruitment and selection process and the introduction of specific “best practices” for the human resources functions in federal agencies.

This Order directs the construction of temporary and permanent physical barriers at the southern border of the United States and all appropriate action to deploy permanent sufficient personnel along the southern border to ensure operational control.  The Order also directs that action be taken to supplement available personnel to secure the southern border and enforce immigration laws.  This Order directs the Secretary of Homeland Security to issue new policy guidance on detention of undocumented immigrants and to reinstitute the Migrant Protection Protocols (“Remain in Mexico”).
