Cesar is a senior counsel in the firm’s corporate practice where he focuses his practice on cross-border transactions, primarily in Latin America, on behalf of investors, sponsors, corporations, and public and private companies across the energy and infrastructure sector.

Prior to joining the firm, Cesar was Legal Affairs Executive Manager at Pan American Energy, one of the largest private integrated energy companies of the southern cone of South America, where he led Latin American oil & gas and renewable energy matters, overseeing complex cross-border transactions, including mergers and acquisitions (M&A), major projects, project financing and related corporate matters. Prior to that, he was Director of Legal Affairs at an energy company with operations throughout Latin America, including Argentina, Paraguay and Uruguay.

Representative Work
  • Advised an international integrated energy company with operations across Latin America on the establishment and structuring of a joint venture investment platform with other global investment firms for the development of lithium related projects in Argentina, Bolivia and Chile.
  • Represented Pan American Energy, a leading integrated energy company with upstream and downstream operations in Argentina, in connection with obtaining a US$300 million A/B loan due 2029 from the Andean Development Corporation (CAF), the Latin American multilateral bank.
  • Advised an international energy company on the multimillion-dollar acquisition of lithium mining rights in Argentina, covering more than 617,000 acres.
  • Represented Pan American Energy Energias Renováveis in the acquisition of a major 423 MW greenfield wind project in Northeastern Brazil from Casa dos Ventos.
  • Represented a leading energy company in the acquisition of participating interest in a project for the development and construction of a 140 MW wind farm in Patagonia, and represented the company in the negotiation and execution of associated project finance agreements with Germany’s KfW IPEX-Bank and ancillary power purchase agreements (PPAs).
  • Advised Axion Energy in connection with its purchase of a gas station network and a sea terminal in Argentina from Trafigura.
  • Advised Axion Energy in connection with the multimillion-dollar disposition of its downstream assets in Paraguay and Uruguay.
  • Provided counsel to BC Energy in connection with the formation of the largest privately owned integrated energy company in the southern cone of South America. The transaction combined BC Energy’s and BP plc’s interests in oil & gas producer Pan American Energy with BC Energy’s interests in refiner and marketer Axion Energy.
