- Nearly two decades of experience advising on a diverse set of policy matters, including health care reform, hospitals, Medicare and Medicaid, children’s health, drug pricing, and broader federal funding programs.
- Experienced lobbyist with both public and private sector background, developing and executing federal advocacy and outreach strategies to advance legislative and business goals on Capitol Hill with relevant leadership offices and health care committees, as well as within the Administration.
- Advised Democratic members of the House of Representatives on a variety of legislative issues including children’s and family services, education, welfare and housing, among others.
Jocelyn brings nearly two decades of policy experience to Akin, where she serves as a senior policy advisor in the firm’s lobbying & public policy group in Washington, D.C. She began her career on Capitol Hill, working for members such as Rep. Kathy Castor (D-FL) and Rep. Barbara Lee (D-CA), and rose to become a key strategist in legislative affairs, focusing on Medicaid, Medicare, children’s health, hospitals and drug pricing policy.
Jocelyn has cultivated relationships across the aisle, building strong ties with Democratic lawmakers, committee staff and policy influencers. She has developed winning strategies that blend effective policy advocacy with coalition-building efforts, ensuring her clients are positioned to thrive in shifting political environments.
At Akin, Jocelyn works at the intersection of health care policy and federal advocacy, guiding clients through legislative challenges while helping them engage with influential lawmakers, including committee chairs and Congressional champions. She identifies opportunities to align her clients’ objectives with the goals of policymakers, developing advocacy campaigns that resonate on Capitol Hill and with executive branch stakeholders.
Prior to joining Akin, Jocelyn was Assistant Vice President of Federal Affairs at the Pharmaceutical Care Management Association (PCMA). Prior, she managed legislative affairs at America’s Essential Hospitals, where she advanced policy initiatives addressing the health care safety net.
Jocelyn’s time at the U.S. Department of Health and Human Services (HHS) further refined her federal health policy work. As a Public Health Analyst in the HIV/AIDS Bureau, she guided stakeholders through Affordable Care Act (ACA) implementation and developed strategies that bridged federal programs and community health needs.
