Paul Bettencourt represents clients on international trade matters involving trade remedies, including antidumping (AD) and countervailing duties (CVD) before the U.S. Department of Commerce and the U.S. International Trade Commission (ITC). He also advises U.S. and international clients on international trade laws and regulatory compliance.
Prior to law school, Paul was a policy analyst and research assistant with the National Federation of Independent Business and an international trade analyst with TradeMoves, LLC, where he co-authored and presented studies, analyzed government data, drafted country-specific guides for clients seeking to expand operations internationally, tracked sanctions developments and provided updates on free trade agreements. Additionally, he interned with the Emergency Committee for American Trade, the Organization for Economic Cooperation and Development (OECD) and the Office of Sen. Rob Portman (R-OH).
Paul received his J.D. cum laude in 2020 from Georgetown University Law Center, where he was an online editor of the Georgetown Journal of Law and Public Policy. Paul earned two bachelor’s degrees, in international studies and economics, from American University.
- Advised a coalition representing a broad cross-section of the U.S. blueberry industry in its successful opposition to a Section 202 safeguard investigation conducted by the ITC regarding limitations on imports into the United States of fresh, chilled or frozen blueberries.
- Assist an association of Mexican tomato growers on compliance related to an agreement suspending an AD investigation on tomatoes from Mexico, including responding to quarterly questionnaires from the Department of Commerce and drafting comments to Commerce on various compliance issues related to the suspension agreement.
- Represent a U.S. outdoor power equipment company on aspects of an AD and CVD investigation specific to nonmarket economies (China and Vietnam).
