Sean provides strategic, legal, and policy advice on communications matters related to wireless, satellite, telecommunications and advanced technology companies, including issues related to transactions, licensing and regulatory compliance. In this capacity, he advises a diverse range of TMT companies and trade associations, as well as private equity, debt and hedge funds, investment banks, financial institutions and other creditors. Sean has deep experience in federal broadband funding opportunities and emerging wireless technologies.
Prior to rejoining Akin, Sean served as deputy chief counsel at the Department of Commerce’s National Telecommunications and Information Administration (NTIA), where he played a key role advising agency and Department of Commerce leadership in the implementation of nearly $50 billion of federal broadband grant programs known as the “Internet for All” initiative. In the case of the Broadband Equity Access and Deployment (BEAD) Program, he advised agency leadership on the legal framework applicable to federal investments in Low Earth Orbit satellite and unlicensed fixed wireless networks. He also worked closely with agency leadership and senior administration officials on the National Spectrum Strategy and other spectrum matters. At the Federal Communications Commission (FCC), Sean worked on broadband funding issues and spectrum policy as an attorney in both the Wireline and Wireless bureaus.
In addition to his government service, Sean has over a decade of experience in private practice. He is a recognized leader in intelligent transportation issues, including connected and automated vehicles. On behalf of a global cross-industry trade association, he successfully petitioned the FCC for a landmark ruling to update the wireless technology standard used in the 5.9 GHz band for vehicle-to-vehicle, vehicle-to-infrastructure, and vehicle-to-pedestrian communications. Sean has represented clients involved in the development of other intelligent transportation technologies, helping automakers, chipmakers, system integrators, and infrastructure device manufacturers bring new devices and services to market while complying with the FCC’s equipment certification procedures and wireless service rules.
