- Held senior roles in government, serving as Deputy Chief Counsel at NTIA and positions in the FCC’s Wireless Bureau, Wireline Bureau and Office of Legislative Affairs.
Sean provides strategic, legal and policy advice on communications matters related to wireless, satellite, telecommunications and advanced technology companies, including issues related to transactions, licensing and regulatory compliance. He has particular experience in federal broadband funding opportunities and emerging wireless technologies.
Prior to rejoining Akin, Sean served as Deputy Chief Counsel at the Department of Commerce’s National Telecommunications and Information Administration (NTIA), where he played a key role advising agency and Department of Commerce leadership in the implementation of nearly $50 billion of federal broadband grant programs known as the “Internet for All” initiative.
In the case of the Broadband Equity Access and Deployment Program, Sean advised agency leadership on the legal framework applicable to federal investments in Low Earth orbit satellite networks. He also worked closely with agency leadership and senior administration officials on the National Spectrum Strategy and other spectrum matters. At the Federal Communications Commission (FCC), Sean worked on broadband funding issues and spectrum policy as an attorney in both the Wireline and Wireless bureaus.
In addition to his government service, Sean has more than a decade of experience in private practice. His practice includes advising a diverse range of telecom, media & technology (TMT) companies and connected and automated vehicle stakeholders, as well advising private equity, debt and hedge funds; investment banks; issuers of private and public debt and equity; financial institutions; and other creditors regarding transactional, valuation and regulatory issues related to the financing and securitization of TMT companies.
