The OverRuled: Russia Trade Controls Resource Center has been updated with the following actions:
- 13 Sep 2024 (OFAC):
The U.S. Department of the Treasury's Office of Foreign Assets Control ("OFAC") designated two individuals and three entities pursuant to Russia-related Executive Order ("E.O.") 14024.
Concurrently, OFAC issued General License ("GL") 109, which authorizes the wind down of transactions involving certain entities blocked on September 13, 2024, through 12:01 a.m. Eastern Standard Time on November 13, 2024.
OFAC also issued amended GL 25F, which adds certain additional entities with which certain transactions related to telecommunications and internet-based communications are not authorized under the GL.
Lastly, OFAC also amended FAQ 1040 to reflect the changes in GL 25F.
- 12 Sep 2024 (UK):
The UK Government published the Trade, Aircraft and Shipping Sanctions (Civil Enforcement) Regulations 2024 (the "Regulations"). The UK Government also announced the launch of the new Office of Trade Sanctions Implementation ("OTSI"), which will oversee the civil enforcement of trade sanctions when the Regulations come into effect on October 10, 2024.

Under the Decree of the President of Ukraine "On the Decision of the National Security and Defence Council of Ukraine of 2 September 2024 "On Application of Personal Special Economic Sanctions and Other Restrictive Measures (Sanctions)"" No. 602/2024 dated 2 September 2024, different sanctions were applied to 74 individuals and 73 enterprises related to Russia's invasion of Ukraine (mainly in the field of aviation e.g. airports and companies assisting airports).

- 12 Sep 2024 (OFAC):
The U.S. Department of State designated PRC-based entity, Beijing Research Institute of Automation for Machine Building Industry, pursuant to EO 13382, for working with Pakistan's National Development Complex to procure equipment for testing of large diameter rocket motors, including the Shaheen-3 and Ababeel, but also potentially for larger systems.
- 12 Sep 2024 (OFAC):
The U.S. Department of State designated three PRC entities, a PRC individual, and a Pakistani entity, pursuant to the Arms Export Control Act and the Export Administration Act of 1979, for knowingly transferring equipment and technology controlled under the Missile Technology Control Regime (MTCR) Annex, in support of MTCR Category I missile programs, to a non-MTCR country.
The listed PRC-based individual and entities are:
- Luo Dongmei (aka Steed Luo);
- Hubei Huachangda Intelligent Equipment Company;
- Universal Enterprise Limited; and
- Xi'an Longde Technology Development Company Limited (aka Lontek).
