The Council of the European Union (the "Council") released its revised update of the EU Best Practices for the effective implementation of restrictive measures ("Best Practices"). The guidance includes significant guidance and updates to the EU "Ownership" and "Control" tests, amongst other updates.

- 22 Jul 2024 (China - Measures and Countermeasures):
The Ministry of Foreign Affairs announced that it has removed countermeasures against ViaSat. It is the first case where China removes countermeasures against a sanctioned entity after the release of the Anti-Foreign Sanctions Law.
- 18 Jul 2024 (OFAC):
OFAC sanctioned two individuals based in Indonesia and the PRC, as well as five entities in Thailand, Singapore, the United Arab Emirates, and the Marshall Islands, pursuant to E.O. 13224, for financing the Houthis' destabilizing regional activities as part of the network of Sa'id al-Jamal, which OFAC sanctioned in 2021, pursuant to E.O. 13224. Sa'id al-Jamal's network continues to provide tens of millions of dollars in revenue to the Houthis in Yemen through its shipment of Iranian commodities, including oil, a funding stream underpinning the Houthis' ongoing attacks against commercial shipping in the Red Sea. The U.S. Department of State's designation of the Houthis as a Specially Designated Global Terrorist group, pursuant to E.O. 13224, became effective in February 2024.
