The OverRuled: Russia Trade Controls Resource Center has been updated with the following actions:

  • 27 Dec 2024 (OFAC):

    ​The U.S. Department of the Treasury's Office of Foreign Assets Control ("OFAC") designated Georgian Dream Founder, Bidzina Ivanishvili, pursuant to Russia-related Executive Order ("E.O.") 14024. Concurrent with this designation, OFAC issued a new Russia-related General License (GL 116) that authorizes transactions involving entities blocked as a result of the Ivanishvili designation. OFAC also published one new FAQ (FAQ 1204) clarifying the scope and effect of the GL, authorizing transactions involving entities owned by Ivanishvili (but not Ivanishvili himself).

  • 16 Dec 2024 (EU):

    The European Union ("EU") adopted its 15th package of sanctions against Russia. The new sanctions package introduces, inter alia, a significant number of new listings (for individuals, entities, and vessels), additional entities subject to tighter export restrictions, prohibitions on recognizing or enforcing Russian anti-suit injunctions against EU companies, a derogation to allow the release of frozen cash balances in EU central security depositories ("CSDs"), and an extension to the deadline for derogations needed to effectively divest from Russia.

  • 16 Dec 2024 (EU):

    The​ European Union ("EU") added 26 individuals and 2 entities to the list of persons subject to EU asset freeze measures, pursuant to Council Implementing Regulation (EU) 2024/3177, amending Council Regulation (EC) No 765/2006 regarding restrictive measures in relation to Belarus.

The OverRuled: China Trade Controls Resource Center has been updated with the following actions:

  • 27 Dec 2024 (China - Measures and Countermeasures):

    ​The Ministry of Foreign Affairs announced sanctions against seven U.S. entities and their senior managers, in relation to the United States' sales of arms to Taiwan.
