The Bureau of Industry and Security (“BIS”) issued a proposed rule that would amend the Export Administration Regulations (“EAR”) to add new restrictions and expand existing controls related to U.S. person “support” activities. Specifically, the proposed rule would restrict certain U.S. person “support” to identified “foreign security end-users” and add new, unilateral controls on facial recognition items on the Commerce Control List (“CCL”). Comments on the rule are due by September 27, 2024.
