The OverRuled: Russia Trade Controls Resource Center has been updated with the following actions:

  • 31 Dec 2024 (OFAC):

    ​The U.S. Department of the Treasury's Office of Foreign Assets Control ("OFAC") designated the Center for Geopolitical Expertise ("CGE"), a Russian-registered non-profit, and a CGE Director, Valery Mikhaylovich Korovin, pursuant to Russia-related Executive Orders ("E.O.") 14024 and 13848, due to their use of artificial intelligence tools to interfere in the 2024 U.S. election.

  • 23 Dec 2024 (Switzerland):

    The Akin Summary document has now been posted for this action.

    ​The Swiss Department of Economic Affairs, Education and Research ("EAER") made additional designations, in line with the European Union's ("EU") 15th package of sanctions targeting Russia. The changes will come into force on December 24, 2024 and ensure that the Swiss sanctions lists in respect of Russia and Belarus are identical to the relevant EU sanctions lists.

  • 20 Dec 2024 (EU):

    The European Commission (the "Commission") updated its sanctions FAQs relating to the diamond import ban, pursuant to Article 3p of Council Regulation (EU) No 833/2014 ("Regulation 833/2014").

  • 18 Dec 2024 (Switzerland):

    The State Secretariat for Economic Affairs ("SECO") published a form that needs to be used to report the provision of certain business-related services and software to Belarusian companies that are owned or controlled by Swiss/EEA parent companies.

  • 18 Dec 2024 (EU):

    ​The European Commission (the "Commission") updated its sanctions FAQs relating to the 'no re-export to Russia' clause, as required to be inserted in certain contracts by virtue of Article 12g of Council (EU) Regulation 833/2014 ("Regulation 833/2014").

  • 17 Dec 2024 (UK):

    The Akin Summary document has now been posted for this action.

    The Office of Financial Sanctions Implementation ("OFSI"), together with the Foreign, Commonwealth and Development Office ("FCDO"), designated two entities and specified 20 shadow fleet vessels under the UK's Russia sanctions regime, pursuant to the Russia (Sanctions) (EU Exit) Regulations 2019.

  • 17 Dec 2024 (EU):

    ​The European Commission (the "Commission") updated its sanctions FAQs on divestment from Russia, in relation to Article 12b of Council Regulation (EU) No 833/2014 ("Regulation 833/2014").

 

The OverRuled: China Trade Controls Resource Center has been updated with the following actions:

  • 02 Jan 2025 (China - Measures and Countermeasures):

    ​The Ministry of Commerce added ten U.S. companies to the Unreliable Entity List, in relation to their arms sales to Taiwan.

  • 02 Jan 2025 (China - Measures and Countermeasures):

    ​The Ministry of Commerce announced the addition of 28 US entities to the Export Control List, pursuant to the Regulations on the Export Control of Dual-Use Items (the "Regulations"), to safeguard national security and interests. This is the first batch of designations to the list after the Regulations took effect on December 1, 2024. Article 28 of the Regulations sets up a control list mechanism, under which the Ministry of Commerce can put importers or end users on who violate the end-user or end-use requirements, endanger national security and interests, or use dual-use items for terrorist purposes, and restrict, suspend, or prohibit the export of dual-use items to these entities.

  • 31 Dec 2024 (China - Measures and Countermeasures):

    ​The Ministry of Commerce, the General Administration of Customs, and the State Cryptography Administration jointly published the 2025 Catalog of Dual-Use Items and Technologies Subject to Import and Export License Administration ("Dual-Use Catalog"), which took effect on January 1, 2025.
