This will include actions related to: lowering the cost of housing and expanding housing supply; eliminating unnecessary administrative expenses and rent-seeking practices that increase healthcare costs; and creating employment opportunities.

The Executive Order directs the United States to withdraw from the World Health Organization. Additionally, the order revokes (1) the Presidential Letter to the Secretary-General of the United Nations signed on January 20, 2021, which retracted the United States’ July 6, 2020, notification of withdrawal and (2) Executive Order 13987 (Organizing and Mobilizing the United States Government to Provide a Unified and Effective Response to Combat COVID–19 and to Provide United States Leadership on Global Health and Security). The EO also recalls and reassigns US personnel working in any capacity with the WHO and directs the identification of credible and transparent US and international partners to assume necessary activities previously undertaken by the WHO.
